And I thought various US agencies were bad at requiring burden of proof, before approval --- 1 will get you 10 that eventually the UN will require so much paperwork, to meet proof, that the KP will break down from it's intended role to that of a regulatory agency that will eventually hinder the process it was intended to promote.
