Date: April 21, 2008
To: Prospective ICAT Participants:

The California Air Resources Board (ARB) is inviting you to submit an
application to our Innovative Clean Air Technologies (ICAT) grant program
for 2008. For 2008, ICAT will co-fund demonstration projects for new
technologies that can reduce emissions of greenhouse gases in California
while benefiting the State's economy. ICAT's purpose is to help move such
technologies to commercial use. Our web site at
http://www.arb.ca.gov/research/icat/icat.htm provides information about the
ICAT program.

As of April 21, 2008, the instructions can be downloaded from
http://www.arb.ca.gov/research/icat/solicit.htm

You can find all the necessary documents at
http://arb.ca.gov/research/icat/solicit.htm .
Please read and follow the instructions carefully. Application can be made
only by returning a pre-proposal form (which you can download from the same
web page) We must receive your pre-proposal by May 30, 2008, as a Microsoft
Word 2003 or PDF attachment to an email to icat at arb.ca.gov.

ARB will invite full proposals from applicants who submit pre-proposals
indicating technologies and projects that meet the criteria stated in the
instructions. No uninvited full proposals will be accepted.

ICAT 2008 can support any innovation in technology for preventing or
controlling greenhouse gas emmissions from any type of emmission source in
California. For the purposes of ICAT, greenhouse gases are carbon dioxide
(CO2), methane (CH4), nitrous oxide (N2O), hydrofluorcabons (HFCs),
ferfluorocarbons (PFCs), sulfur hexafluoride (SF6), and black carbon
particulate matter (BC).

Grants made pursuant to this solicitation should be effective by late
February 2009. A typical grant is between $100,000 and $250,000, although
larger amounts can be considered. Regardless, ICAT will pay no more than
half of a project's cost. To be considered for a grant, an applicant must
show means of support for the other half. Please see the instructions for
further information.

If you have further questions regarding this solicitation, please send them
via email to icat at arb.ca.gov. For further instructions regarding the
Research Division's programs in general I can be reached at (916) 445-0753
or bcroes at arb.ca.gov.

To ensure you always receive the latest ICAT news, please sign yourself onto
the ICAT list server via http://www.arb.ca.gov/listserv/listserv.php.

Sincerely, [SIGNED] Bart E. Croes,PE, Chief, Research Division
