[Terrapreta] CCS-Caps and trade or Carbon tax (where is buried charcoal?)

NY City Mayor Michael Bloomberg (who is or will be in the running for US
President) recently
called for a carbon tax as prefferable to cap and trade. Seems like it may
become a Conservative
ralllying point. Here is the full story:
