Dear Folke,
Its really a matter of how to get There from Here. The omnibus farm bill
had $200billion in food aid. Char advocates should promote their agenda
cloaked in many different disguises if they expect to share in this largess.
In this System, a non-profit corp. is formed, chartered to promote some
cause such as char sequestration. Advocates and vested interests of this
subject donate money to this political action committee and an office is
rented on K Street, in downtown Washington, D.C. Donations are based in
proportion to ones fanatical belief that the government is the solution to
all problems.
Some retired or defeated pol (with a fat Rolodex and a few favors to call
in), is hired to represent this community of True Believers, and makes
certain that every piece of legislation passed has a little tease for char
sequestration.
It so easy! Its the American Way! Got to Work the System!

As I see it, a consequent, fair carbon taxation system may do the job. In
many countries, you have to pay some tax or fee for emitting carbon dioxide.
In my county (Sweden), it is about 1 SEK (17 c) per kilo. A fair carbon
dioxide tax would give the same amount back to one who sequesters carbon
from the air. 1 kilo char corresponds to about 3.7 kg CO2. That is, about
3700 SEK ($ 617) for a ton of char sequestered and put into the soil. That
would make terrapretizing a good business.

hire a lobbyist! The "Farm Bill" was over $200-billion
Not to worry! There's $300MM for advanced biofuels. It's all semantics.
Char production is an advanced biofuel, yes?
