As I see it, a consequent, fair carbon taxation system may do the job. In
many countries, you have to pay some tax or fee for emitting carbon dioxide.
In my county (Sweden), it is about  1 SEK (17 c) per kilo. A *fair *carbon
dioxide tax would give the same amount back to one who sequesters carbon
from the air. 1 kilo char corresponds to about 3.7 kg CO2. That is, about
3700 SEK ($ 617) for a ton of char sequestered and put into the soil. That
would make terrapretizing a  good business.
