Cast one out of concrete and use a scrap drive shaft to do the pounding.
You could even cast exit holes so that once the char reaches the desired fineness it will fall out on it's own.
Alternatively, you could grind it up the same way that the Spanish did gold ore, with a big stone ( or concrete ) wheel, being hauled around by a mule or ox, rolling around and around in a trough.
